The city’s bureaucracy is the second best or most efficient in Asia, according to a report by the Political & Economic Risk Consultancy Ltd (PERC).
Hong Kong was rated 3.53 on a scale of 10, with 10 being the worst.
Singapore, the leader, was rated 2.25. Thailand with a rating of 5.25 took third. India was last on the list of 12 countries.
